points in discussion may be stated us_(1) the form or course of communication to be Loserved betiven His fovernment and the chinese. (2) the guarantee asked on rendition of certain Eriminals- and (3) the general rendition of Criminals
demanded
on either side.
On the first point I do not exrect further difficulty as the Pace Roy the Two Kwang seems to consent to
make "due requisition" in terms
the Treaty, and
any

can be conducted by the Colonial Secretary through the British Consul
at Canton on the second
